Pick Parts Picking Scenario – Using RF

For automobile assembly operations, one production order  is released and 3 transfer orders are generated per shop during WM
Staging(one TO per shop)

Currently 2-Step confirmation (Pick ; Transfer confirmation) settings is enabled for TO confirmation

During picking, operator physically pick one item(approximately 300 line items in one transfer order) confirm line item in RF screen by scanning source bin

Current system behavior :

1. System allows to perform 2^nd step confirmation for the first step confirmed items even if TO is partially confirmed i.e. 100 out of 300 items are first step confirmed; remaining 200 line items are not 1^st step confirmed
2. System doesn’t allow the operator to perform 1^st step confirmation of remaining 200 line items. This is due to some of the line items in TO are 2^nd step confirmed (Work around : Cancel the TO and create new TO and perform 1^st Step confirmation using LT12, so purpose of picking using RF PDA is not possible)
3. Also noticed, system generates Goods Issue (Material document) only when the last item of TO is 2^nd Step confirmed. So all the line items appear in COGI till last line item is 2^nd step confirmed.

Expected Bahaviour :

1. System should allow to perform 1^st step confirmation of open/remaining TO items (even if some of line items in TO are 2^nd step confirmed). Is there any settings to be done?
2. If the above is achievable, system should generate Goods Issue(Material document) for the 2^nd step confirmed items partially and those line items must disappear from COGI

It would be great, if you could provide inputs on the expected beviour config.settings in SAP WM. Please let me know in case you need more inputs
