RLT is replenishment lead time for stock which you mention in material master as you already know. If you choose check without RLT, system will not consider expected stock which might arrive in to existing stocks as per RLT.
If you do not choose to 'check without RLT'; then even if RLT is zero, system will allow for expected stock during availability check.
