Agent determination error

I am testing the workflow WS17900013 for an SAP delivered process and forms template via HRASR_TEST_PROCESS. The first error was 'Error when starting workitem..', Then further down the PROCESS_NODE  I am getting the following error for rule AC17900012. The error says Structure 01 US BATCHUSER A208: No agent found.

I check the PPSS  and see object US, user BATCHUSER, evaluation path A208 listed there.

I am not sure why it is erring out at this point.
