The installation of the Renovated Learning Portal 'Portal' iview is different is how youd do it for the old BP for Learning iview. The installation for the new PFCG Role based Portal BP is detailed in 1685257.
This step is an installation step of the Learning Portal iview. This is not the step to make it appear in the tabs/roles.
To make it appear in the tabs/Roles, you ask your Portal consultant to configure the Learning iview into a Role/workset whatever and assign the portal role to your Portal user account for you to test.
