Your mail step in workflow can of course send an attachment as well, you just have to pass it the PDF and handle it properly.
But what is the purpose of the email? If it's just to say that they have a workitem in their inbox then no need to send the PDF and it would be better to use Extended Notifications, as Sandy says.
