It happened to me something similar as when I was loading it, it always through some warnings which prevented all entries from being created.
My solution was to manually follow Appendix sections of Integration guide (in my case it was the one for integration between C4C/ERP through PO, located in Marketplace under service.sap.com/cloud4customer). What it happened was that some of the customizings where already in place and, those which where still not in the system and where required by my customer, I manually adjusted them. I took me less than a day to do this. It is not the ideal scenario but a overall quick way to solve this.
