I have checked the permission and authorization, both are properly assigned.
I tried to clear UME cache.
User tries to open the page in new window and gets a session locked message(since the application is already being processed by him), however the application then loads in the previous main portal window with proper data.
If he logs out from portal or closes the IE sessions he faces same time out error.
