Yes i have made a custome pagafe ZHR_ESS.
Still it didnt work.
Now i have tried reprelacing my Custome role ZESS in HRESS_CC_MENU_AREA_GROUP as suggested by Mithun and it worked ... 
but why my custom menu area is not working is a question.
