Couple of things.
1) It is worth noting that this issue has not been reported when using Visual Studio .NET to create a deployment project.
2) I am still not sure what CR runtime file (MSM / MSI) you are adding to your InstallShield project. Note that you cannot just add CR assemblies and DLLs. You must use the MSM or MSI linked to in this doc: SAP Crystal Reports, developer version for Microsoft Visual Studio: Updates & Runtime Downloads
3) There is a utility called depends20 that should show you the flash.ocx dependencies. However note what I said in (2) above. You may be able to resolve the flash issue, but if you are not adding the msm / msi, you will get other issues...
