ok, so after you/your functional team creates 2017 and its periods in ECC.
In BW, you can goto RSA1 -->source system-->choose ECC system-->right click-->Transfer global settings-->choose Fiscal year variants with mode as update table and execute. In this way new fiscal year (2017) will be available in BW.
