From what you have told us, there is no shortage when MRP performed net requirements calculation. You have a planned order for 3, and you have SS of 3. System is in balance.
PD MRP type will generate a procurement proposal when there is a net requirements shortage. Once a shortage is detected, then MRP will create the new supply element consistent with the Lot Size.
Reduce your existing planned order to 2, and re-run MRP.
